At a rally in Guercif, Fouzi Lekjaa, minister delegate for the Budget and a PAM leader, placed water, health and links to major infrastructure among the priorities to lift the province out of isolation.
He stressed the potential of the Mediterranean coast and the importance of connecting to the Nador West-Med port as a strategic lever.
He announced a motorway project linking Guercif to Nador to ease the movement of people and goods.
On health, he urged better facilities and services.
On water, he proposed two tracks: expanding hill dams and studying a link to Nador's desalination plant.
He called for a heavy turnout at the polls.
