Official Moroccan document labels Ceuta, Melilla, and Al Hoceima islands as occupied Moroccan territory

The diplomatic crisis between Morocco and Spain over Ceuta and Melilla has brought to light an official Moroccan document from 2009, published in the Official Bulletin No.
5714, affirming that Ceuta, Melilla, Al Hoceima Island, Velez Rock, and the Chafarinas Islands are Moroccan territories under Spanish occupation.
The document, which accompanied the publication of the UN Convention on the Law of the Sea, included a statement by the Moroccan government that ratification of the convention does not imply recognition of the occupation, and that Morocco does not consider itself bound by any internal legislation or declarations of other states in this regard.
This recall comes after statements by Justice Minister Abdellatif Ouahbi and Habous Minister Ahmed Toufiq on the Moroccan identity of the two cities, which led Spain to summon the Moroccan ambassador and protest.
