The urban agency for Nador-Driouch-Guercif has again tendered a study to update the development plan for Azghang and Ihaddaden, with an estimated budget of 600,000 dirhams.
The same tender had already been issued in November 2024 and again in October 2025.
Published documents show the three notices share the same subject and amount, without clarifying what became of the two earlier procedures.
The document is decisive: it sets buildable zones, road routes and the allocation of land for housing, commerce or public facilities.
The plan for the Nador-Azghang-Ihaddaden cluster was approved in 2017, while the Azghang extension remains under study.
The repetition raises questions about what is blocking the procedure.
