An official letter from the governor of Nador province, replying to an inquiry by the Azghangh branch of the Moroccan Human Rights Organisation, states that the town's vocational training centre falls under a partnership agreement between the OFPPT and the Oriental regional council.
Under the deal, the regional council carries out the construction work, while the OFPPT handles equipment, management and administration once the building is handed over.
The document says the institution has not yet been officially received, which explains the delay.
It announces that training will start in the 2026/2027 season, provided the building is handed over soon.
